The Office of Municipal Investigations (OMI) is responsible for coordinating the receipt, analysis and investigation of citizen complaints of civil and/or criminal misconduct alleged against employees of the City of Pittsburgh. This includes uniformed personnel such as Fire, Police, EMS, and Building Inspection employees.

The Commission dual files employment complaints with HUD (where federal and local protections overlap) and is substantially equivalent in its adjudication of housing discrimination investigations.

The PHRC investigates complaints of discrimination on a state level. If you would like to file discrimination complaint, but the place the harm occurred in is outside the physical boundaries of the City of Pittsburgh, you should contact the PHRC.
