The City of Pittsburgh Releases Deadlines for Campaign Financial Report Filings for 2025 Primary Election

Pittsburgh, PA – The City of Pittsburgh announces the deadlines for early campaign finance reports due with the Ethics Hearing Board during the 2025 primary election.

City of Pittsburgh candidates and those making independent expenditures relating to City candidates or ballot issues must file reports on:

  • Monday, February 3, 2025 (reporting period to cover January)
  • Monday, March 3, 2025 (reporting period to cover February)
  • Monday, April 7, 2025 (reporting period to cover March)
  • Candidates can request an extension to file by the 7th in February and March, to allow at least one week of administrative time to complete the paperwork.

Campaign finance reports detail campaign activity and allow the public to learn more about candidates and ballot issues. Ethics Hearing Board disclosures benefit Pittsburgh residents because these reports serve to create transparency and bolster democracy.

Transparency is achieved through the City’s early reports because we otherwise would not have access to local candidates’ campaign information until one week prior to the election. Campaign finance reports are records which help voters learn about a campaign’s financial activity, such as sources of donations, debt, spending, and compliance with other ethics rules.  These can be found through the Ethics Hearing Board’s website at https://pittsburghpa.gov/ehb.

City of Pittsburgh ethics rules support representative democracy by capping the amount of money a candidate can receive from each donation. The limit is generally a maximum of $3,330 per individual donor. These monetary limits encourage candidates to connect with a greater number of the individuals in their district. The City’s ethics rules also create a near-ban on donations from subordinate employees and contractors.

Candidates and those wishing to make donations can receive free ethics advice at https://pittsburghpa.gov/ehb/advice.
