The City of Pittsburgh Department of Mobility and Infrastructure manages and oversees all construction, maintenance, repair, use, and occupation of the public right-of-way (the area between property lines on a street, including the roadway, furniture zone, sidewalks, and bike lanes).
As there is high demand for this space, to ensure the management of the right-of-way for the public good, the Department establishes and administers policies including, but not limited to, operating procedures, permits, rules, and regulations.

Transportation Development Review
DOMI evaluates the impact of certain development actions on the City’s multimodal transportation network. Review actions may include land development-related activities such as:
- Curb Cut (Driveway) Review and Permits
- A Curb Cut Permit application must be submitted for all new curb cuts. This includes, but is not limited to, curb cuts for off-street parking such as driveways, residential garages, parking pads, parking lots, commercial garages, and off-street loading facilities.
- Transportation Impact Study
- A transportation impact study (TIS) will be required when a development is anticipated to impact the adjacent roadway network in a manner where network capacity impacts are expected and mitigations are ncessary in order to support the proposed development.
- Transportation Demand Management
- Transportation demand management (TDM) refers to the tools and strategies used to increase the efficiency of the transportation network by meeting the demand for travel through transportation options that do not contribute to peak hour vehicle congestion. The goal of TDM is to reduce single occupancy vehicle trips by making it easier and more attractive for travelers to utilize transit, biking, walking, and other efficient travel options.
- ROW Plans
- Improvements within the public right-of-way which alter the existing geometry or operation of the streets require a ROW Improvement Plan. This includes items improvements such as curb line modifications, intersection upgrades, or new public infrastructure.
- Street Vacations and Dedications
- A street vacation is a request by a property owner to transfer public right-of-way to private ownership.
- A street dedication is an offer by a property owner to transfer streets from private ownership to the public right-of-way.

Construction Permits
DOMI approves and issues permits for temporary use of the right-of-way including, but not limited to:
- Moving permits
- A person or company must apply for a Moving Permit to obstruct one or more on-street parking spaces temporarily for moving purposes. This permit can be used to reserve a section of a parking lane for a moving truck or moving container.
- Construction Staging Permits (i.e. scaffolding, dumpsters, barricades, etc.)
- A construction staging permit allows a person or company to stage materials or machinery in a parking lane or close off part of a sidewalk or street for construction purposes.
- Opening (excavation) Permits
- A person or company must apply for an Opening Permit to open the street or sidewalk for excavation in the right-of-way.
- Outdoor dining
- Business owners interested in using the adjacent sidewalk and/or parking lane for outdoor dining operations may apply for an annual outdoor dining permit.
