File a Grievance

The Americans with Disabilities Act is a federal civil rights law that provides people with disabilities equal access to employment (Title I), state and local government programs (Title II), and goods and services (Title III). The City of Pittsburgh is committed to making City programs, services, and facilities accessible to all people.  

The City’s Grievance Procedure, established to comply with Title II of the Americans with Disabilities Act (ADA), may be used to allege discrimination on the basis of disability in the City of Pittsburgh’s provision of programs, services, or facilities.

A grievance should be submitted via the form below by the grievant or their designee as soon as possible, but no later than 60 calendar days after the alleged violation.

Grievance Procedure

After receipt of a grievance, the City’s ADA Coordinator will communicate with the grievant to discuss the complaint and possible solutions. The ADA Coordinator will respond in an accessible format, explaining the City’s position and offering options to resolve the grievance.

If the response by the ADA Coordinator does not resolve the issue to grievant’s satisfaction, the grievant or their designee may appeal the decision of the ADA Coordinator  to the Manager of the Office of Equal Protection, who will communicate with the grievant in an attempt to resolve the complaint. Afterwards, the Manager of the Office of Equal Protection will respond in a format accessible to the grievant with a final resolution of the complaint.

The City of Pittsburgh will keep all written complaints, appeals, and Office of Equal Protection responses thereto for at least three years.
