DOMI to Modernize and Improve Transportation Impact Study Review Process

Pittsburgh, PA – Following Mayor Corey O’Connor’s Executive Order to simplify and streamline the City of Pittsburgh’s permitting and review processes, the Department of Mobility and Infrastructure (DOMI) is updating the Transportation Impact Study (TIS) guidelines and review process for development projects. Having completed the research phase, DOMI is now engaging with permit applicants and stakeholders for user feedback on how to improve the process’ transparency, predictability and efficiency.  

TIS are a part of the development review process where the City evaluates how proposed projects affect traffic, mobility, streetscapes and infrastructure. Currently, TIS proposals are submitted to DOMI separate from the rest of the development application, which can lead to longer review times, evolving requirements and uncertainty for applicants.  

“As we look at all of our application review and permitting systems, we need to design a TIS review process that’s part of the overall project review and easier to navigate,” said Mayor O’Connor. “Through this improvement process, DOMI will work with people who have gone through this process as applicants to get their honest feedback on how we can create a process with clear expectations, improved coordination with other departments that are reviewing the project and that works for our residents.”  

For the next phase of the update process, DOMI will gather feedback from those who have gone through the current process including development organizations, transportation consultants, design professionals, City staff and other applicants to identify gaps or challenges and develop solutions. DOMI will be hosting a series of in-person workshops as well as an online survey for individuals from OneStopPGH who have previously gone through the development application process.  

Feedback gathered from the workshops and survey will be used to create a new draft of the TIS guidelines that will be shared publicly for additional input before being finalized.
