Mayor O’Connor Joins the Housing Authority to Celebrate the Construction of a New Midrise in Northview Heights

Pittsburgh, PA – Mayor Corey O’Connor joined the Housing Authority of the City of Pittsburgh (HACP) and community partners today to celebrate the construction of the Northview Midrise development project.

The $22.6 million Northview Midrise project will replace the current high-rise building. The four-story building will provide 43 units — seven two-bedroom and 36 one-bedroom units — on nearly four acres of land. Residents of the Northview Heights High Rise will be relocated following construction.

“This is a great investment in the Northview Heights community,” said Mayor O’Connor. “This has been home to many residents and families for decades and this new midrise building will provide new, accessible housing and create new opportunities for affordability in the City of Pittsburgh.”

Other amenities include a community room with a kitchenette, on-site property management office space, a computer room, a multi-purpose room, and bike storage space. Nearly 4,500-square-feet of commercial space will be located on the ground floor to provide additional services to residents. This space will be split into two units, with one possible space leased by resident supportive services and another for to-be-determined tenants.

“We are honored to be sharing this meaningful occasion with residents, community partners, elected officials, and stakeholders as we dedicate a new chapter for Northview Heights,” said Mr. Binion. “We are here to celebrate the progress and recognize the partnerships and residents who continue to shape the future of affordable housing in Pittsburgh.”

Speakers at the June 8 ceremony included Mayor Corey O’Connor, HACP Executive Director Caster D. Binion, Rev. Ron Hoellein of the Church Union, Pittsburgh City Councilman Bobby Wilson (District 1), and Ms. Winnie Evans and Ms. Rochell Preston, representatives of the Northview Heights Senior Tenant Council. 

As construction has already begun, HACP organized a time capsule to be buried on the site of the midrise for future generations called the “Sealing History – Remember the Time” time capsule.

Construction is slated for completion in October 2027. Following construction, the high rise will be demolished, a process expected to take around 12 months.

The project is being developed by Allies & Ross Management and Development Corporation, the HACP’s development arm, with assistance from partners: CitiBank; Fukui Architects; The Richman Group; Franjo Construction; Controlled Climate Systems; W.G. Tomko; Uzmack Electrict; and TREK Development Group.

The Northview Midrise will not be directly managed by the HACP. The HACP will contract with a respected third-party property management firm for property management, and tenant-paid rent will remain the same. The land is and will be owned by the HACP, while the residential and commercial condominium spaces will be owned by Northview Midrise, LLC and HACP, respectively.

The midrise development is a welcome addition to the HACP public housing portfolio. The current 87-unit high rise, built in 1962, is in disrepair. The HACP has been working toward rebuilding it for more than a decade.
