Mayflower Street Affordable Homeownership Program Brings 26 New Homes to Larimer
Pittsburgh, PA – Mayor Corey O’Connor joined the Larimer Consensus Group (LCG), East Liberty Development, Inc, (ELDI), and the Urban Redevelopment Authority of Pittsburgh (URA) today to announce that 26 new affordable homes are coming to the Larimer community through the Mayflower Street Affordable Homeownership Program.
Announced in June 2026, the partnership reflects a shared commitment to expanding affordable homeownership opportunities and investing in the future of Larimer through community-driven housing development and redevelopment. By bringing together neighborhood leadership, public agencies, and private and nonprofit partners, the initiative is creating new opportunities for families to put down roots and build generational wealth in the community.
“I want to thank the Larimer Consensus Group and all of our partners for their leadership, vision, and continued commitment to the Larimer community,” said Mayor Corey O’Connor. “This is what meaningful neighborhood investment looks like. It starts with listening to residents and working alongside the organizations that know their communities best. Our goal is not simply to build more housing, but to create real opportunities for homeownership, strengthen neighborhoods, and ensure that the investments we make today deliver lasting benefits for the people who call Pittsburgh home.”
The Mayflower Street Affordable Homeownership Program builds on more than a decade of neighborhood revitalization efforts in Larimer. In June 2014, the City of Pittsburgh was awarded its first $30 million Choice Neighborhoods Implementation Grant from the U.S. Department of Housing and Urban Development (HUD), helping support a comprehensive approach to revitalizing the community. Those initial investments prioritized quality, affordable rental housing and laid the groundwork for broader neighborhood transformation.
Today, the Mayflower Street initiative represents another important step in that vision, expanding the focus from affordable rental housing to affordable homeownership and creating pathways for families to establish long-term roots and build wealth in Larimer.
“The Larimer community, like many other neighborhoods in our city, is long overdue for a renaissance, and the Larimer Consensus Group, with the legacy of Ora Lee Carol at our back, has been working for more than two decades to advance Larimer revitalization,” said K. Chase Patterson, Chairman of LCG. “We have every intention of continuing this work with fervor, an equity lens, and the vision of building a neighborhood where everyone can live."
With several homes already completed and additional homes under construction, all 26 homes are expected to be completed over the next two years. The program is supported by a combination of public, private, and philanthropic financing, including:
- $3.3 million in Urban Redevelopment Authority investment
- $1.8 million in Federal Home Loan Bank grants
- $625,000 in Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) grants
- $350,000 in Community and Economic Assistance Program (CEAP) grants secured by Pennsylvania Senator Lindsey Williams
- $5.5 million in prospective homeowner mortgage financing
"The URA has worked closely with our partners, including this Administration, to create housing that meets the needs of Pittsburghers,” said Tom Link, Chief Development Officer for the URA. “This is a significant step in building on the efforts of the community. Engagement has been a central component of the development process, with residents consistently identifying affordable homeownership opportunities as a critical need in Larimer. We're excited to celebrate the progress we've made."
Additional partners supporting the initiative include City Councilman Khari Mosley and State Representative La’Tasha Mayes.
“ELDI has played an instrumental role in preserving affordability in East Liberty,” said Maelene Myers, Executive Director of ELDI. “We are proud to partner with the Larimer Consensus Group and the City of Pittsburgh to expand homeownership opportunities for families at all income levels, continuing the vision established through the Choice Neighborhoods Plan.”
The O’Connor Administration is committed to building on this model and pursuing similar partnerships in neighborhoods across Pittsburgh, ensuring that residents have a voice in shaping development and that neighborhood investment creates meaningful opportunities for everyone.
