The Elm Street Program was created to bolster the older historic neighborhoods located within walking distance from our revitalized Main Streets. Along with the physical changes they make to the properties, these grants also help create a positive image for the community. Elm Street follows a five-point approach to address comprehensive neighborhood needs:
- Clean, Safe & Green
- Design
- Neighbors & Ecomomy
- Image & Identity
- Sustainable Organization
The Mainstreets Pittsburgh Program strives to ensure the health of the City's traditional neighborhood commercial districts by stimulating economic revitilization within the context of neighborhood preservation and stakeholder engagement. The activities of Mainstreets Pittsburgh organizations, therefore, must be directed by a local organization made up of active stakeholders whose primary goal is the long-term revitilization of the commercial district.
Funds awarded through the Mainstreets Pittsburgh Program must be used to support activities that:
- Target revitilization activities within the boundaries of the Mainstreets District
- Leverage additional funds, primarily through the development of sustainable, private investment
- Impact the target district through measurable goals that support each of the four points of the Mainstreets Pittsburgh Program

The Streetface Program addresses neighborhood business districts' design issues by providing funds to commercial buiilding owners to improve their building facades. This is part of the Mainstreets Pittsburgh Program (Mainstreets). Improved facades make a neighborhood shopping district more attractive and inviting to potential shoppers.
