(PITTSBURGH) Feb. 26, 2013 Mayor Luke Ravenstahl today introduced to City Council legislation that will continue the City’s partnership with the Community College of Allegheny County and E.B. Jacobs, Inc. to provide no-cost pre-test practice training to better prepare firefighter and police academy candidates for the Civil Service Written Exam. The training provides test-taking strategies to better equip all applicants to achieve higher scores. With the help of last year’s pilot training program, over 900 applicants passed the Civil Service Written Exam. The number of minority applicants increased by 200 applicants, resulting in the City’s most diverse police class in more than a decade.
“It’s important for the City to take an active role in producing higher-scoring firefighter and police academy applicants,” Ravenstahl said. “By partnering with CCAC to prepare applicants, we can increase the number of eligible candidates and attract greater diversity in our Fire and Police Bureaus.”
The City is currently recruiting for police officers. The Civil Service Written and Oral Exams will be conducted in May and June of this year, in order to establish a Civil Service Eligibility List for August. More than 1,100 applicants have already applied, 200 of which are of minority background.
Under the Mayor’s direction, the City’s DiverseCity 365 program last year partnered with CCAC to provide applicants with free police test prep classes, after obtaining feedback from diverse candidates.
The customized training developed, organized, facilitated and implemented by CCAC increases awareness about what to expect and how to prepare for the Civil Service Written Exam. The sessions provide detailed information about the exam, soft skills for test-taking, exam anxiety and time-management strategies, and provide applicants the opportunity to take a practice exam.
E.B. Jacobs, through an RPF last year, was selected to provide consulting, testing and selections services for police officers. The City will enter into a Supplemental Agreement with EB Jacobs, Inc. to perform the same consulting, testing and selection services this year. The scope of services for this contract will include, but are not limited to: the use of EB Jacobs' Written Examination called the Law Enforcement Aptitude Battery (LEAB), analysis and scoring of the LEAB examinations, training oral board assessors and the use of EB Jacobs' Oral Board Examination, provision for candidate pre-test materials (for both examination instruments), overall examination statistical analyses and final scoring.
